[IronPython] Cross implementation and testing

Hello all,

One of the things that came out of the Python language summit at PyCon 
was an agreement to improve the Python test suite for alternative 
implementations, plus attempt to develop useful cross-implementation 
benchmarks.

Discussion of this is now happening on the stdlib-sig mailing list 
(which was chosen because it already existed and was unused):
